What's the scientific, bodybuilder reasoning for no more than 20 mins, from what i've read it's not too catabolic, you wont waste away!
Cardio should always be done pre-workout, at at least 45 mins.

This way all your muscles are nice and warm, and have less chance for injury.

It all depends on your goal?

If you want to be nice and lean then do more cardio training.

If building mass, then mix-in 3 days of cardio, if working out 5/6 days a week. do at least 45mins cardio, then start your work out.
the 20mins you read is most likely just a warm up.

Also anyone mixing D-bol in there cycle should really do cardio.

Cardio will help keep the "Bloat" off.

But decide for yourself, everyone will tell you something different.
Do what you think is the best for you.

If your a runner, then cardio is 90%.
If your a body builder then lifting is 90%
